The Village Consultative Body (BPD), also known as Bamuskam, is an important institution in the administration of village governance as regulated under the Minister of Home Affairs Regulation Number 110 of 2016 concerning the Village Consultative Body. The following are the main duties and functions of the BPD based on this regulation:
1. Position of the BPD
The BPD is an institution that carries out village governance functions and serves as an equal partner to the Village Head, not as a subordinate.
2. Main Functions of the BPD
The BPD has three main functions, namely:
- Discussing and approving Draft Village Regulations together with the Village Head
- Accommodating and channeling the aspirations of the village community
- Supervising the performance of the Village Head
3. Duties of the BPD
The BPD is tasked with exploring, managing, and channeling community aspirations, organizing village deliberation meetings, forming the Village Head election committee, drafting BPD rules of procedure, and evaluating reports on the implementation of village governance.
4. Membership of the BPD
Members of the BPD are representatives of village residents based on regional representation. The number of members consists of 5, 7, or 9 people depending on village conditions, with a term of office of 6 (six) years and eligibility for reappointment for one subsequent term.
5. Rights of BPD Members
BPD members have the right to propose draft village regulations, submit questions, express opinions, and receive allowances in accordance with the village’s financial capacity.
6. Obligations of BPD Members
BPD members are obliged to uphold Pancasila and the 1945 Constitution of the Republic of Indonesia, prioritize the public interest, maintain ethics and social norms, and comply with applicable laws and regulations.
7. Relationship between the BPD and the Village Head
The relationship between the BPD and the Village Head is based on partnership, consultation, and coordination. Strategic village decisions are taken through village deliberation mechanisms.
8. Purpose of the Regulation
Minister of Home Affairs Regulation No. 110 of 2016 aims to strengthen village democracy, improve the accountability of village governance, and encourage active community participation in village development.
